I’m also thinking this could be a IBM 3270-compatible terminal, but with a backwards data entry legacy keyboard.
So what @topleftbrick said. :·) I think the layout is very 3270-like, but the key caps harken back to an earlier era of stuff like IBM 24, and so on.
Another person found a compatible Memorex terminal, leading me to think this is as close as we're going to get to an exact model. At any rate, "it should be in a museum!"
