From the quick view of the layout (NUMERIC/ALPHA, the way digits are overlaid on the keyboard) it feels to me it’s some sort of a data entry terminal. The arrow keys and keys like RESET indicate there was a screen attached to it, not punched cards or magnetic tape.
All of the keys are kind of generic, and so is the colour scheme, so it might be harder to pinpoint the exact machine.
