It's confusing. When r is used as a superior letter (also known as a cock-up) in an abbreviation, there's typically no period. And "r" isn't adequate if you want to do Mrs. Let alone No., 1st, 2nd, 3rd, etc. Maybe being together with matching quotation marks is a clue?
I"ve searched all my sources for abbreviations and symbols and can find no "r." by itself anywhere, although I do find that r is a variable for "rate" in old math texts where they talk about calculating percentages.
