Possibly a left-handed keyboard, those do exist.
Arrow keys were not so standardized then and I’ve seen keyboards with arrow keys on the left (e.g. Teletype 40) or numeric keypads on the left (Mitel Kontact). My hunch is that this is just a normal model that wasn’t yet influenced by IBM PC.
