Two things. The QWERTZ instead QWERTY is typical to German, changed in 1870s likely to reduce the possibility of typebars clashing in the earliest Remington typewriters. Then people just got used to this variant.
And P is moved to lower left corner to make the machine more narrow, since Enigmas had to be portable. (This one is speculation on my part.)
And same with L. I guess they wanted to keep the basic structure intact (which makes sense for touch typing and so on), and just packed the two keys in.
Some Enigmas used alphabetical layout and maybe they just reused the physical arrangement, although I am unsure of the exact timelines. (Enigmas were actually fascinating, a *line* of products kind of like iPhones today.) https://www.cryptomuseum.com/crypto/enigma/c/index.htm …
