First thing that came to mind is Nullsoft’s Scriptable Installer System, which is pretty much the defacto installer for Windows apps these days.

Yeah, although I was thinking more about stuff that was just forever “internal-esque” (like that Muni website) rather than morphed into a commercial/public product and losing its original essence. Maybe that’s really rare, though.
