the virus is transmissible in the presymptomatic incubation phase. Even asymptomatics infect. University of Padova demonstrated the transmission of asymptomatics in a study of over 3000 people in Vo Euganeo town.

Your broken comms on this is doing the world a disservice. News media run headlines: "Asymptomatic spread of coronavirus is 'very rare,' WHO says"
And people will stop distancing and masking, despite clear evidence of presymptomatic spread.
