Implementing it for new creators would do more to combat the hate speech that YouTube is trying to curb with this policy. It’s still crap.
They could just, you know, hire moderators and get them to flag channels that contain hate speech, but they’re too cheap/scared to do it.
All this policy does is hurt smaller channels and, thus, already-marginalized voices.
