@mumper Will players still be able to choose the zone to build their garrison? Seems hard to do if it's integral to the leveling experience

@sdschimke We moved away from the choose your zone model once we realized we wanted heavily integrate the Garrison into the leveling flow.

@mumper Seems like a mistake honestly. The option to do it a max level would be more than enough honestly. Should seriously reduce burnout.
