    We have received questions regarding enforcement of Gov. Brown’s latest executive order that went into effect this week.     In Multnomah County, we have a strong tradition of unifying to protect the most vulnerable members of our communities. During this pandemic, it’s important that we work together to keep our community safe, including adhering to the Governor’s Executive Order during the four-week Coronavirus freeze in Multnomah County.
 
In regards to enforcement of the order, as a Sheriff’s Office, our primary objective throughout the pandemic has been to take an education first approach and to seek voluntary compliance.
 
The Multnomah County Sheriff’s Office will only take enforcement action as a last resort. As with most enforcement decision making, discretion will be used if/when any Executive Order enforcement action is taken. We recommend you contact OSHA for reporting violations: Business/workplace violations: Please report these to Oregon OSHA. Restaurant/Bars: Please report these violations to OSHA or OLCC.

        I'm genuinely curious as to the legalities of enforcing an executive order created during a state of emergency. As I recall, without legislation it is highly illegal and unethical for a law to be created through executive order. Don't we have a state EOP that outlines all this?
