Under these extraordinarily broad criteria, if Johnson had "reason to believe" that a campaign canvasser was of Russian descent, he would be obliged to hand over records related to the canvasser's activities.

Um, yeah. When one is subject of a counterintelligence investigation, one is asked to supply information about contacts with foreign nationals and those with close ties to foreign countries.

Having "Russian descent" does not necessarily make one a "foreign national" or someone with "close ties to foreign countries."
