the phrase "Russian persons" (*not* the whole passage I quoted above) should be construed as "persons that Mr. Johnson knows or has reason to believe are of Russian nationality or descent". It follows that he is asked to provide communications with persons that he knows or 2/5

to describe that clarification. Wheeler's argument is basically that, since Doss used the word "narrowing", this clarification narrowed the range of people concerned by the SSCI's request, even if anyone with half a brain can see that it actually broadens it. But this is not 4/5

how language works, because words don't have magical powers. For instance, if I say that Wheeler is intelligent, it won't make her intelligent, even though I used the word "intelligent" to describe her, because she clearly is stupid. 5/5
