How is that odd? Why would anyone expect that should get "the narrative treatment". It's already a norm of US foreign policy.
It shows that declining to vocally criticize a world leader is a shoddy standard for establishing whether the President has a "bromance."
There's been ample cause in the last 2 years which would have reasonably led any past American president to vocally criticize Putin.
Obama not only praised Putin on multiple occasions, he forged military alliances with him.
And then Putin became reckless, and Obama changed his treatment of him.
No. Obama forged a military partnership with Putin as recently as August/September 2016.
And also sanctioned the crap out of Russia, and was vocally assertive in his stance on the issues he felt Russia needed to clean up.
