Only in an institution where there is zero penalty for failure could a General request more troops in Afghanistanhttp://www.reuters.com/article/us-usa-afghanistan-idUSKBN16G28V …

I was in the Army and there is plenty of penalty for failure. Our mission has changed in Afghanistan from holding to offense.

There's no institution-wide penalty. If there were, then a General would be too embarrassed to even contemplate this request.

In my career I have seen many Colonels down to NCO ranks being moved out do to failure to execute the mission.

Stands to reason a new strategy would require new means. It's the General's job to say what's needed to achieve new goals.

Failure is irrelevant but commanding all those troops in Afghanistan looks good on his record.

In officer ranks that usually is a career ender. NCO can possibly come back from that though depends on job.
