Unless I'm misreading MI state law (which is possible) evidence of systematic, county-specific fraud/error would have to be presented.
1/n The MI law says you have to "allege" ... not present "evidence of" error or fraud.
2/n So a petition form here in Washtenaw County asks for confirmation that you "believe" there've been errors/fraud ...
3/n ... with a blank to fill in an additional explanation. In practice, recounts locally in Ann Arbor have been conducted ...
4/n ... based on third-hand reports that machines jammed at some point during day. So in practice, it's not a high bar.
5/n ... But to larger point, yes, the paper work for each county is not exactly trivial. And it's $25 or $125 per precinct.
Does it appear to you that Stein is going to be able to get a handle on all the necessary paperwork by Wednesday?
Dunno. Not clear to me what deadline is. For a local race, e.g., I need to file within 6 days of canvass, which was done 11/18.
It's possible there's a different flow chart for a presidential race recount in Michigan versus a local race.
My reading of the statute is that the petitions must be submitted by Wednesday, 48 hours after final certification (Mon.)
For _local_ races in Washtenaw County, it's within 6 days of local canvass, which was 11/18 (holiday), so eff. 11/28.
