I guess any candidate can make fantastical claims of "fraud" and use that as grounds for a recount. Would like to hear from WI experts.
Ironically, by making unsubstantiated claims of "fraud," Stein may open herself up to legal liability.
It could just be that you only need to "state" that fraud occurred, and that's sufficient. So you can "state" that space aliens rigged it.
So to be clear, in WI you only need to "state" that fraud occurred. In MI/PA, you need to "demonstrate" it -- at a granular (county) level.
Because there's no evidence that fraud ever took place. Maybe on their side, but certainly not Trump's.
