That might be enough for a "partial recount" but I don't see the mechanism for a full state-wide recount. Happy to be corrected.

2/n So a petition form here in Washtenaw County asks for confirmation that you "believe" there've been errors/fraud ...
my understanding is MI has counted twice and it's paper ballot so no likely problems/errors
