      The public ought to know if a candidate is being investigated for felonies; so the standard for disclosure is different.

          what makes no sense is that the FBI *doesn't know* if the emails are duplicates. But they acted as if they aren't.

          They said the emails "appear pertinent" which was evidently accurate enough, since the search warrant was granted.
