They seem to be trying to push the idea that the entirety of the emails were turned over to State, when they were not.
Also bear in mind: they didn't turn over all work-related emails to the State Dept., as was revealed in subsequent litigation.
Need a reason to get them public earlier in the process so it can blow over.
They need an excuse to bypass the State Dep't process -- that HRC can't wait w/o risking legal trouble.
