I mean, I don't think Chili's is especially cheap, or really downmarket. Just kind of bland in a chain restaurant way

I think people go there (and the Olive Garden, Applebee's, etc) when there's not a ton of places to go.

There's a class of folks w/ a particular cultural sensibility who genuinely like those places & seek them out

It's a "middle american" sensibility more than a strictly socioeconomic stratum
