Little is going to change until superfluous police departments in these areas are either consolidated or simply eliminated.

It's not a silver bullet, but it can open police policy to greater opportunities for democratic checks.
Bigger jurisdictions mean both weaker voice & fewer opportunities for exit.
When it comes to traffic piracy, a better reform is to just limit how much money a municipality can take that way.
There's inevitably going to be variance. In some cases consolidation is likely a positive step, in other cases not.
My personal preference is total abolition, but we need to think in terms of increments...
I don't think consolidation is a step toward abolition; I think it makes police more unaccountable.
I think there are isolated cases where consolidation can disempower police and expose them to increased accountability.
