2. Don't juxtapose crime statistics and police killing statistics. There's clear scientific evidence they aren't related to one another.
3. Don't say "there was an officer-involved shooting" which doesn't assign agency to officer who shot someone. Say "the police shot..."

The John Legend headline is another example of using quotation marks to quote someone.
Anyway, there might be some validity to the point you're making here, but the Jake Tapper tweet was not a good demonstration of it.
I hear you. But why didn't they quote "disqualified" in that tweet given that was a direct quote as well?
Because the headline is a paraphrase of what Johnson said; the exact word "disqualified" was never used, whereas "racist" was.
Moreover, it's common practice in headline-writing to quote one word, in the manner CNN did there.
Like I said, there are probably examples out there that support your point, but this isn't one of them.
