        State legislatures could accomplish this by passing laws raising the 'suspicion threshold' required for police to initiate stops.

        In most cases the operative standard is 'reasonable suspicion' -- which basically permits police to pull over anyone for any reason.

        Cars must be inspected at regular intervals, where that is handled. No reason why this needs to be a matter for police.
