        If the occurrence of criminal activity has decreased substantially, you might intuit that to mean less people are being locked up. Nope #USA

        Point being: the incarceration rate has no necessary connection with the crime rate. Incarceration is driven by other (political) factors.

        @mtracey do they reference a breakdown of crime types/incarcerations? 'Overall' is a misleading term sometimes.
