It's sufficient to suspect Trump actually pressured Ukraine with withheld US military help AS LEVERAGE. (Guiliani, Trump's lawyer, admitted pressuring Ukraine.) Democrats should seek transparency on that point. And, Yes, if Trump used that leverage, it will be an article of Imp.

That the DNI tried to hide away the whistleblower complaint, is an indication of bad conscience. I write that as former opponent of actual impeachment, as it helps mostly Trump when he is, which today seems certain, not convicted by the GOP Senate.
