For example a vote of no confidence leads to a new election. While it would be "weird" for the governing party to initiate such a vote, it is legally possible.

They can't - the journos are bullshitting, used to pre-FTPA days. The only ways are that either Johnson loses vote of no confidence and no government comes up in 14 days (still possible) or snap elections are called under FTPA (2/3rds majority, possible if Labour wants it).

The opposition will usually want it, of course.

Parliament could pass a bill by a majority of 1 saying ''notwithstanding the Fixed-Term Parliament Act, there will be an election on date X' and their would be. Or simply repeal the bill. It was a ploy to keep the coalition in power for the full 5 years, that's all.

If 2/3 of MPs agree to it, then an election can be set.
-
Or a simple majority could just set a one-time exception or change the rules permanently, but the opposition nearly always wants a general election so 2/3 is easy to get anyway.

It prevents popular govs from calling an election in the 2nd or 3rd year at the height of popularity, It doesn't protect unpopular governments. Popular that blatantly lose a confidence vote they would have won run afoul of the act. Ones that naturally are in position to don't

It’s not working as intended because the political culture is stronger than the new statute.

Most of the British system seems to involve making things up as you go along.
