        It's true, though. The new guidelines specify meeting a number of individual contributors across x states and/or at least x% in a "major poll" but apparently it was written to be at the discretion of the DNC; Gravel got through two hurdles on fundraising, so they excl. on basis+

        He did meet the requirements, but they didn't include him anyway and chose to make it to the debates. They should have had 3 debates with 7 candidates each night. And this also would have been good for the quality of the debates.
