The risk is that such substantial interest could be fabricated due to manipulation by bots. Not saying that's happening, but including that as a metric could incentivize that kind of malicious behavior.

I think he means it can be manipulated easily. For instance we can write bots to Google candidates. You can increase your online advertising budget on Google to attract audiences.
