No, there is a distinction between military failure which is rare and political failure which is the norm. The job of the military is combat, they are exceedingly good at it.

The US spends more on military than the next 8 countries combined and still can’t win against farmers with AKs. The nextgen jet program is unsafe to fly. But let’s keep diverting funds from education and healthcare to prop up the war machine.

I wouldn’t say the fights against ISIS and Al-Qaeda were failures. Quite the contrary.

Point is terrorism was top concern for voters after 9/11 when we were at color-coded threat levels for attacks or in more recent past watching innocent people being decapitated. Terrorism is no longer among the top voter concerns thanks to successful military engagement.
