I think one faulty premise is the notion that Tulsi has somehow "endorsed" the War on Terror paradigm. The reason Paul/Kucinich addressed the paradigm so explicitly is because they were running under G. W. Bush. Whereas now, "regime change" seems to be the more dominant paradigm.

After the experience of Libya, Syria, Venezuela, Iran, Yemen, etc. it makes sense to frame the current warfare paradigm in terms of "regime change" rather than "War on Terror," the latter not even being something that Trump really ever invokes. Under Bush, different story.

I don't think it's reasonable to construe her "hawk on terrorism" comment as an endorsement of the broader War on Terror framework. For instance, she views cutting off aid to Saudi Arabia as "hawkish" in the sense that it would curtail the activities of Al Qaeda and ISIS.
