I will be having a debate with @nikoCSFB about Tulsi’s anti war credentials and the consistency of her anti war platform and rhetoric at 3pm pst today. Will post a link once I have one.

I think one faulty premise is the notion that Tulsi has somehow "endorsed" the War on Terror paradigm. The reason Paul/Kucinich addressed the paradigm so explicitly is because they were running under G. W. Bush. Whereas now, "regime change" seems to be the more dominant paradigm.

After the experience of Libya, Syria, Venezuela, Iran, Yemen, etc. it makes sense to frame the current warfare paradigm in terms of "regime change" rather than "War on Terror," the latter not even being something that Trump really ever invokes. Under Bush, different story.

It seems like you’re referring to the phrase ‘war on terror’ itself instead of the net effect and systematic framework as well as cultural impact of what the war on terror is. I’m not referring to the phrase, Trump hasn’t evoked the phrase hardly at all.

Trump did evoke a lot of the post-9/11 blood thirst and fervor against terrorists in his 2016. Wanted to bring back ‘worse’ than water-boarding, kill ‘terrorists and their families’. Some of the most intense rhetorical evocations of water on terror paradigms on record.

I really don’t want any of my points to get hung up on the wording ‘war on terror’ because you could really replace the phrase with anything else. my arguments about what defines the so-called ‘war on terror’ (even in 2019) are still valid

I also think it's notable that both Paul and Kucinich have been very effusive in their praise for Tulsi. Kucinich is the one who accompanied her on the 2017 Syria trip.

Notable maybe but it still doesn’t change my point, she stands apart rhetorically from what we’ve previously understood an anti-war platform to resemble from a democratic or republican candidate in a primary especially in the way she talks about terrorism.

I don't think it's reasonable to construe her "hawk on terrorism" comment as an endorsement of the broader War on Terror framework. For instance, she views cutting off aid to Saudi Arabia as "hawkish" in the sense that it would curtail the activities of Al Qaeda and ISIS.
