When a writer uses the term "colloquially" what he actually means is "carelessly." It's okay but honestly, that's what it is: carelessness. How truly difficult would it be to just admit you'd used a term incorrectly? It costs you nothing.

This is kind of harsh. It isn't correct to say but it's a mistake that most people make. That's how lots of things in language change and before that change is made official we call the popular mistake a colloquialism. It's a living language at the end of the day.
