I think *former* operatives are allowed to be commentators. I don't see CIA Spy Girl posing as an investigative journalist and I don't think she views herself that way. But she's as entitled to write op-eds as you are.
Yeah, they're "allowed." Journalists, editors, and producers are then tasked with making decisions about whom they imbue with quasi-journalistic authority, and they've decided to do that with an entire roster of CIA, FBI, and NSA officials, enabling them to shape public opinion.
