The man appeared to be under duress. I think the dems put pressure on him to make a condemnation, but his integrity and conscience wouldn't allow him to go there. He failed them and knows he's going to pay the price.

He's a total hack. Listen to how he describes Russia's interference at the beginning of the presser. It's bizarre. He uses the words "alleged, alleges, and allegation" five times when talking about the grand jury indictments.

if I understand correctly, the president can't be charged because it conflicts with his pardon power (which is in the constitution)

whatever the reason, it's probably a good policy. even if a president were charged and convicted, he would presumably still have to be removed from office via a formal mechanism anyway (impeachment or 25th amendment)

It's called "covering thy ass" and it's one of the reasons he was chosen for this job by Rosenstien. He knew Mueller would punt it to Congress. That way, both their hands are clean & get to stay Republicans in good standing. Which is exactly what I was worried was gonna happen.

The Mueller Report itself says that Mueller and his team were not bound by the guidelines, and were well aware they could recommend indictment. According to Barr's sworn testimony, they led DOJ to believe they would make a recommendation one way or another until March 2019.

Whether or not he was fully bound, he agrees with OLC (as has DOJ which is why it’s policy) because it makes sense and is well thought out. For the serious minded folks like Mueller with loads of experience and understanding...

it’s obvious that right now is a terrible moment to break that precedent. After Comey, and then the two years of propaganda riling up a significant chunk of the population it would be foolish and ultimately harm the integrity of his office and the DOJ as a whole.
