It’s not so sporadic. It has ever been made possible by specific and concerted propaganda by elites since reconstruction to maintain economic benefit by pulling whites (especially) to their side over race which allows them to economically and systemic exploit non-whites.

I think your trouble is focusing on "sporadic acts of violence" instead of broader societal problems. No go zones, pedophile/grooming networks, and even mundane but unreasonable demands for accommodation (such as banning dogs at beaches) are a constant stress on the non-elite.

The party in power is not embracing those attackers like they are embracing the ideology of white nationalism. There is no difference between dishonestly downplaying the threat of white nationalism and openly supporting it.
