        The House is not a law enforcement branch. They can subpoena and refer contempt of Congress (process crime) but it is up to the DOJ to prosecute. And of course the President, like Obama did with Holder, can use executive privilege and the idle threat disappears.

        Please note that DOJ and White House officials testifying before Congress constitutes routine and obligatory legislative oversight of the executive branch. The only reasons to use these rare measures to compel witnesses is if officials refuse their constitutional duty to testify.

        What's happening to Chelsea is unconscionable. I don't think we should compare it to the House potentially jailing those who refuse subpoenas. (Also, it's not clear how this would go down. US Marshals report to the AG; and House doesn't have jails people can be kept in for long.)
