I don't consider Beto as from the South. El Paso is regionally in the Southwest. It's right across the border from New Mexico. Has more in common with AZ/NM than most of Texas. (And whether you can even describe Texas as part of "The South" is debatable)

Texas is kind of a region unto itself, which is why I wouldn't describe Julian Castro as from "The South" either. (And yes, once again, I know these regional descriptions are amorphous). At the very least you can say there are no Dem candidates from the Deep South
