One way to do it is to use an app like Tweetbot. I’ve blocked people but I noticed that the app still shows me their tweets and allows me to reply to them. Not what I wanted, but I can imagine it’s useful to a troll.

Not sure how it is usefull for trolling since the one who blocked the troll will still not see any of the further trolling unless s/he will also use Tweetbot or alternative Twitter account or logged-off mode to see all of the replies.

It means he unblocks you to troll and then reblocks. Also I'm a huge fan of pointing out journos nepotistic connections (this should be standard practice), it pisses them off to no end lmao
