Switching from a collusion mandate to criminal conspiracy and using the phrase “did not establish” is an interesting sequence. Telling really. They were Clearly motivated to establish a crime.

Are you saying you think Mueller initially had a 'collusion mandate', in a sense where 'collusion' included *stuff that's not a crime*? Wow. If he did, that would make his appointment illegitimate. Why would a prosecutor be appointed to 'investigate' [thing that is not a crime]?
