          In Diana West's monograph, The Red Thread, she speculates that the little reported "2nd Dossier" by Clinton operative Doug Shearer (w/ Sid Blumenthal) was in fact the 1st draft, but journalists avoided those 2 like the plague so it was outsourced in order to get Steele's byline

          Shearer had previously tried to get VP Dan QUayle investigated by the DEA during the 1992 election by pushing a "dossier" that he used to buy drugs in college, but 60 Minutes shut him down & from then on no one in journalism would go near him
