      It's not hard to understand why. Just take the materialistic view. He hasn't delivered much of anything tangible to the "downscale" voters who formed his core base of support in 2016. (Except never-ending Culture War theatrics, which only goes so far)

          His economic plan has brought good jobs for many of the downscale voters, and his border enforcement policies (despite Democrat obstruction), SCOTUS justices, and demand for a WALL are all appealing to the voters you mention.
