        Not long ago, there was doom-saying about how Trump would declare a "National Emergency," which (wrongly) conjured images of martial law. Instead, he's repeatedly pleaded for bipartisanship. It's still a ridiculous situation, but needlessly frightening people is also ridiculous.

        Nearly all of the other 31 emergencies are financial sanctions-type actions, like blocking people's assets. A massive construction project is completely out of character for that list.
