He NEVER had the political capital with Congress. It is the establishment vs Trump. His political capital is with the voters. If the establishment is successful at blocking his second term, they will go after pro-Trump Sens and Reps like they went after Tea Party!

You are wrong. He had enormous political capital upon assuming office, especially among Republicans, and could've leveraged that into dictating legislative priorities. He chose not to. Stop deluding yourself

House members should only serve a few terms and move on. We need an amendment to get rid of the Electoral college. Then there can be many more viable Parties like most other nations have.
