I think you have to view most of these Dem 'no' votes in context. Their votes aren't needed so they are allowed to vote no for political reasons. These same people are the ones that screamed the loudest for Obama's wars in Syria and Libya.

The establishment left has hardly been taking a principled stand against: intervention in Syria, endorsing regime change in Venezuela, the nearly 10,000 troops we still have sitting in Afghanistan. Not to mention their saber rattling with Russia.
