US is not determining anything. The national assembly the only democratically elected organism in Venezuela has made Guaido the temporary President. They US is just following the Venezuelan constitution

Exactly what authority is Guaido claiming he has to name himself President? Has there been any type of legal process that has been followed? I know Madura is horrible, but what legal grounds does Guaido have to name himself President? I'm confused lol.

According to their constitution, if the executive meets certain requirements, the leader of the parliament (Guaidó in this case) can be sworn in as interim president. The Venezuelan government apparently thinks Maduro meets these requirements.
