        Really, any policy that was seen to contradict the accepted wisdom of the national security establishment could be considered disloyal and thus investigated. In effect, foreign policy would be stripped from the president and put into the hands of unelected NatSec bureaucrats.

        I hear you, but there were draw downs by the Obama regime that were widely criticized. Accommodations to Russia that were widely criticized, but not seen through the lens of criminality (capitulation to Putin by coercion) that the current regime labors under.
