Nope. Politically, the republicans don't want a wall because Their backers and donors don't want it. Trump is having his wall debate now and is winning it against the Dems with Dems running the house. It was elementary for Trump as he won the election on this issue.

Because of McCain, Flake and the Russia smear, Trump probably got shook and just put the easiest thing on the board - the tax bill. Nobody wants to be the President that couldnt pass any signature bills.

He chose to unify his party instead of battling them. Now he’s halfway through his first term, it’s his party, and he’s battling the democrats on behalf of what is most important to his base... I think he wanted this political reality even more than the wall

I think McConnell and Ryan promised him they would do it in exchange of more hawkish foreign policy in 2018, but betrayed him. This would explain why Trump suddenly started to push troops withdrawal after seeing the bill.
