Trump's initial withdrawal order directly contradicted Bolton's earlier public pronouncements on Syria. He has also undermined Pompeo, and before that Tillerson, on the same subject. Clearly he rebuffed Mattis. So there is no unified administration policy -- maybe by design.

Not that this would've been hard to guess, but there is strong evidence that Bolton, Pompeo, and others have been pursuing their own agendas without Trump's approval.
