    Trump's initial withdrawal order directly contradicted Bolton's earlier public pronouncements on Syria. He has also undermined Pompeo, and before that Tillerson, on the same subject. Clearly he rebuffed Mattis. So there is no unified administration policy -- maybe by design.

        The establishment freakout over the Syria withdrawal has, perversely, made Bolton out to be the "reasonable" one by default, even though Bolton's foreign policy positions (such as favoring indefinite US military presence in Syria) are insane.

        Not that this would've been hard to guess, but there is strong evidence that Bolton, Pompeo, and others have been pursuing their own agendas without Trump's approval.         People who might think that Donald Trump is somehow a man of peace should remember that though he claims now that he had campaigned on withdrawing troops from Syria he also campaigned and very much so on dramatically increasing defense spending.

        I’d like to think Trump wants to stay true to his campaign promises, but obviously, there is a lot of resistance from the within the administration & the “National Security” bureaucracy, but yeah it could all just be an elaborate ruse

        Also Trump has been anti intervention for a REALLY long time. there are interviews from 80's/90's/early 2000's with him talking about staying out/getting out of wars. Doesn't mean he won't be swayed or undermined, but his default seems to be less war is better That's something😐

        And this has been going on in some form or another for awhile. Trump's basic foreign policy instincts still look pretty close to Bannon's, though he has filled his administration mostly with conventional foreign policy types.
