No one is criminalizing comments, chief. The observation here (which is not new) is his comments often depart from existing policy and are consistent with policy objectives of countries with which he has credibly been accused of having personal financial interests.

Did you actually listen to the clip? It's a former prosecutor under Bush suggesting that Mueller apply criminal scrutiny to Trump's foreign policy comments, for the sole reason that the presumed "deviance" of these comments rise to the level of warranting criminal scrutiny.
